Requests the Division of Highways name bridge number 20-025/47-00.10 (Dunbar Toll Bridge) carrying 10th Street over Kanawha River in Kanawha County as the "U.S. Army LTC Quewanncoii 'Que' C. Stephens, Sr. Memorial Bridge"

Honors Lieutenant Colonel Stephens, a decorated Vietnam War veteran who received the Purple Heart, Bronze Star with 4 Oak Leaf Clusters, and served in Special Forces, Rangers, and Army Airborne as a Master Parachutist

Recognizes his service as Professor of Military Science at West Virginia State University, where he revitalized the ROTC program and produced nationally recognized cadets

Acknowledges his post-military career serving under Governors Caperton and Manchin as Executive Director of the Human Rights Commission (1980-1994) and on the West Virginia State Parole Board (1994-2008)

Lieutenant Colonel Stephens passed away on January 21, 2024, and this memorial recognizes his extensive contributions to youth mentorship, human rights advocacy, and community service throughout West Virginia
