Requests the Division of Highways name bridge number 36-28-24.07(36A082), known as Mouth of Seneca Bridge, carrying WV 28 and WV 55 over Seneca Creek in Pendleton County, as the "U.S. Merchant Marine J. Ward Teter Memorial Bridge"

Honors J. Ward Teter (1940-2023), a Pendleton County native who served in the U.S. Merchant Marines and traveled internationally hauling cargo to countries including India, Japan, and the Philippines

Recognizes Teter's 58-year career in the asphalt paving industry, during which he developed a mathematical factor for calculating accurate asphalt usage per lineal foot that remains in use today

Directs the Division of Highways to create and place signs identifying the bridge with its memorial designation
