Honors Kenneth H. Tinsley (1931-2018), a U.S. Army Corporal who served in the Korean Conflict from 1951-1953, supporting Air Force operations while building Kimpo Air Base

Corporal Tinsley was present at Kimpo Air Force Base when North Korean pilot No Kum-Sok defected by landing a Russian MiG-15, the first such aircraft acquired by the U.S.

Requires the Division of Highways to produce and place signs identifying the renamed bridge
