Matthews was a member of the Kanawha Valley Masonic Lodge #36, Scottish Rite Bodies, Beni Kedem Shrine Temple, and James Marshall American Legion Post #187 in Winfield

Directs the Division of Highways to create and install signs identifying the bridge with its memorial name

Requires the Clerk of the House to forward a copy of the resolution to the Commissioner of the Division of Highways
