Honors Howard Bissett (1930-2013), who served eight years in the U.S. Army as a Supply Handler and earned the National Defense Service Medal

PFC Bissett enlisted on January 17, 1952, and prior to military service worked on his family's farm for four years

Directs the Division of Highways to create and install signs identifying the memorial bridge

Requires the Clerk of the House to forward a copy of the resolution to the Commissioner of the Division of Highways
