Requests the Division of Highways name bridge number 13-060/87-000.15 (Greenbrier Avenue Bridge) over Howard Creek in Greenbrier County as the "U.S. Army SP4 Thomas William 'Tom Bill' Dudley, Sr. Memorial Bridge"

Honors Thomas William Dudley, Sr. (1941-2017), a White Sulphur Springs native who served in the U.S. Army in Germany during the construction of the Berlin Wall from 1961-1964

Recognizes Dudley's community contributions including founding youth football and basketball leagues in White Sulphur Springs, coaching little league, leading Boy Scout troops, and officiating school and college sports

Notes Dudley served two terms on the White Sulphur Springs city council during the 1980s and retired from Mead Westvaco in 2003

Directs the Division of Highways to create and place signs identifying the memorial bridge
