Declares that the People's Republic of China is conducting an "illegal, asymmetric war" against the United States and West Virginia through alleged chemical warfare (fentanyl), biological warfare (COVID-19), cyberattacks, influence operations, and intelligence operations

Forgives all public debt held by West Virginia entities that has been owned by PRC-affiliated entities since October 1, 2019

Directs the Governor to take executive actions to implement the resolution and requests the State Treasurer, Auditor, and Attorney General to identify PRC entities and facilitate recovery of debts or property held by those entities

Invites other U.S. states to join West Virginia in taking similar actions against the PRC

Requires the Clerk of the House of Delegates to send certified copies to state officials and to presiding officers of legislative bodies in all other states
