Designates November 7 as "Victims of Communism Memorial Day" in West Virginia for 2025 and each succeeding year

Commemorates the 1917 Bolshevik Revolution and acknowledges that communist regimes worldwide have killed more than 100 million people

Recognizes human rights abuses under communist governments, including suppression of freedom of religion, speech, and association in more than 40 nations

Directs the Clerk of the House of Delegates to send a copy of the resolution to the Victims of Communism Memorial Foundation in Washington, D.C.

Requires posting of the day's designation on the legislature's website
