Honors Gary W. Spinks (1948-2023), a U.S. Army infantryman who served two tours in Vietnam with the 11th Light Infantry Brigade, 23rd Infantry Division (Americal Division)

Recognizes Spinks' military decorations including a Bronze Star, Army Commendation Medal with Oak Leaf Cluster, Combat Infantryman's Badge, and Presidential Unit Citation

Notes Spinks suffered from COPD due to Agent Orange exposure and PTSD from combat service

Directs the Division of Highways to place signs identifying the memorial bridge and forward a copy of the resolution to the Commissioner
