Requests the Division of Highways rename Bridge Number 30-003/05-016.21 (Breeden Bridge) over West Fork of Twelvepole Creek in Mingo County as the "Jim Marcum and Airiel Shai Wallace Memorial Bridge"

Replaces the previous designation of "Ab and Laura Baisden Bridge" from HCR 17 (2024 Regular Session) at the request of the Baisden family, who stated Jim Marcum was "a pillar of the community" deserving of the honor

Honors Jim Marcum (1934-2018), a Breeden native who served as Mingo County State Road Supervisor, operated multiple businesses, and was a major landowner in the area

Honors Airiel Shai Wallace (1989-2021), granddaughter of Jim Marcum, who was an artist and active church member in her community after recovering from a stroke

Directs the Division of Highways to create and place signs identifying the bridge with the new memorial name
