Directs that this application be aggregated with similar applications from other states seeking to repeal the Seventeenth Amendment to reach the two-thirds threshold required to force Congress to call a convention

Constitutes a continuing application that remains in effect until at least two-thirds of state legislatures submit applications on the same subject

Calls for West Virginia to join other states in federal court action to compel Congress to call a convention if the required number of state applications is reached

Requires the House Clerk to send copies of the resolution to congressional leadership, West Virginia's congressional delegation, and presiding officers of all state legislatures
