Specifies this application should be aggregated with similar applications from other states seeking to repeal the Sixteenth Amendment, but not combined with applications on any other subject

Constitutes a continuing application that remains in effect until at least two-thirds of state legislatures submit applications on the same subject

Authorizes West Virginia to join with other states in federal court action to compel Congress to call the convention if Congress fails to act

Directs the Clerk of the House to send copies to congressional leadership, West Virginia's congressional delegation, and presiding officers of all state legislatures
