Urges Marshall University and West Virginia University to lead a child care consortium to create a cost of care estimator tool that models actual costs of child care in the state

The consortium would work in consultation with the Department of Human Services, Department of Education, stakeholders, and experts to develop the tool

The estimator tool must meet federal Administration for Children and Families requirements for alternative methodology rate setting under the Child Care Development Block Grant

Requires the universities to report findings to the Joint Committee on Government and Finance no later than December 31, 2025

Expenses for the study, reports, and any necessary legislation drafting would be paid from legislative appropriations to the Joint Committee on Government and Finance
