PFC Bittinger served as an anti-tank gun crewman in the Battle of the Bulge, Rhineland, and Central Europe campaigns

Bittinger received the Good Conduct Medal, American Campaign Medal, European-African-Middle Eastern Campaign Medal, and World War II Victory Medal before his death on February 1, 1989

Directs the Division of Highways to create and place signs identifying the memorial bridge
