Requests the Division of Highways name a 4.3-mile bypass from Tuckers Run to Middle Fork on US 33 in Roane County as the "Scott Miller Bypass Road"

Honors W. Scott Miller (born 1853), for whom the area was originally named, and his grandson Scott W. Miller (born 1927)

Scott W. Miller served in World War II and was killed in action at Normandy on July 24, 1944, receiving the Purple Heart, Good Conduct Medal, European-African-Middle Eastern Campaign Medal, and World War II Victory Medal

Directs the Division of Highways to place signs at both ends of the road identifying it as the "Scott Miller Bypass Road"

Requires the Clerk of the House to forward a copy of the resolution to the Commissioner of the Division of Highways
