Directs the Joint Standing Committee on the Judiciary to conduct a comprehensive study of financial fraud prevention policies and report findings to the Legislature, Governor's Office, and Attorney General by December 31, 2025

Over 8,000 West Virginians lost $27 million to fraud and scams in 2024, while nationally consumers lost $12.5 billion (a 25% increase from the prior year)

Study must examine model legislation addressing telephone solicitation controls (robocalls and spoofing), cryptocurrency kiosk/ATM fraud deterrence, victim restitution funds, and deed/property fraud protections

Cryptocurrency kiosk scams resulted in 47,537 reported incidents and $1.409 million in theft nationally in 2023

Study expenses will be paid from legislative appropriations to the Joint Committee on Government and Finance
