Proposes a constitutional amendment to explicitly prohibit non-U.S. citizens from voting in any election held within West Virginia

Amends Article IV, Section 1 of the West Virginia Constitution by adding language stating that "no person who is not a citizen of the United States shall be entitled to vote at any election held within this state"

Designates the proposal as "Amendment 1" with the official title "Citizens Voting Amendment" for placement on the ballot

Requires the amendment question to be submitted to voters at the 2026 general election for ratification or rejection

Maintains existing voting restrictions for minors, those declared mentally incompetent, those convicted of treason, felony, or election bribery, and non-residents
