Proposes a constitutional amendment to Article III (Bill of Rights) of the West Virginia Constitution, adding Section 23 establishing reproductive freedom rights

Guarantees every individual the right to make reproductive decisions including contraception, fertility treatment, continuing pregnancy, miscarriage care, and abortion

Prohibits the state from burdening, penalizing, or interfering with individuals exercising reproductive rights or persons/entities assisting them, unless using least restrictive means to advance health based on evidence-based standards of care

Allows prohibition of abortion after fetal viability, except when a treating physician determines it necessary to protect the pregnant patient's life or health

Requires two-thirds approval from both legislative houses and submission to voters at the 2026 general election for ratification
