Proposes a constitutional amendment to legalize cannabis possession for adults 21 and older, limited to two ounces or four plants per person

Authorizes the Legislature to enact laws regulating the commercial sale and manufacturing of cannabis in West Virginia

Allows individuals with prior convictions for possession of two ounces or less of cannabis to petition for dismissal or expungement in their county circuit court

Designates the proposal as "Amendment No. 1" or the "Cannabis Legalization Amendment" to be placed on the 2026 general election ballot

Requires two-thirds approval from both legislative chambers before the amendment can be submitted to voters for ratification
