Proposes amending the West Virginia Constitution to change how the state superintendent of free schools is selected, from appointment by the West Virginia Board of Education to direct election by voters every four years during the general election

Removes the Board of Education's authority to select and remove the superintendent at its "will and pleasure"

Maintains the superintendent's role as chief school officer of the state and member of the board of public works

Requires the amendment question to be placed on the November 2026 general election ballot for voter ratification

Designates the proposal as "Amendment No. 1" with the official title "State Superintendent General Election Amendment"
