Proposes a constitutional amendment to change how the State Superintendent of Free Schools is selected, shifting from appointment by the West Virginia Board of Education to direct election by voters in general elections

State Superintendent would be elected every four years during the general election, rather than serving at the will and pleasure of the Board of Education

The Superintendent would retain the role as chief school officer of the state and remain a member of the Board of Public Works

Amendment designated as "Amendment No. 1" and titled the "State Superintendent General Election Amendment" for the 2026 general election ballot

Requires two-thirds approval from both houses of the legislature before being submitted to voters for ratification
