Proposes a constitutional amendment to change the West Virginia State Board of Education from nine Governor-appointed members to a hybrid model with five elected members and four Governor-appointed members

Reduces board member terms from nine years to four years, with a two-term limit for all members

Requires the State Board of Education to submit any rules or policies to the Legislature for review and approval, amendment, or rejection

Would be placed on the ballot for the 2026 general election, with elected board members first appearing on the 2028 general election ballot
