Proposes a constitutional amendment adding Section 23 to Article III (Bill of Rights) of the West Virginia Constitution establishing an absolute right to refuse any medical procedure, treatment, device, vaccine, or prophylactic

Prohibits denial of public accommodation or equal protection under the law for individuals who exercise their right to refuse medical procedures

Requires the proposed amendment to be submitted to voters as "Amendment 1" at the 2026 general election for ratification or rejection

Requires two-thirds approval from members elected to each house of the legislature to place the amendment on the ballot
