Adopts rules for the West Virginia House of Delegates for the 87th Legislature, reorganizing standing committees from 20 individual committees into 6 main committees (Education, Finance, Government Organization, Health and Human Resources, Judiciary, and Energy and Public Works), each with multiple standing subcommittees

Establishes a two-step deliberative process for bills in committee requiring separate days for a hearing (testimony and sponsor explanation) and markup/discussion (amendments and debate) before reporting to the House

Requires committee meetings to be broadcast live via internet audio, with proceedings archived on the Legislature's website for the session duration

Expands Speaker authority over committee structure, including determining membership, chairs, vice chairs, and subject matter jurisdiction for all standing committees and subcommittees, as well as bill references

Modifies floor procedures including requiring written vote explanations to be submitted within 1 day, prohibiting signs and demonstrative devices in the chamber, requiring specific rule citations for points of order, and establishing dress code requirements including collared dress shirts for males
