Expresses the West Virginia House of Delegates' support for the Southern Regional Education Board (SREB) Crisis Recovery Network, which provides long-term counseling support to schools and postsecondary institutions following natural disasters, school shootings, and public emergencies

Recognizes that rural districts have fewer counselors and limited access to mental health resources, and that less than half of public schools can provide mental health services to all students in need

Acknowledges that school counselors need external support after tragedies since they must help students while also dealing with their own emotional responses to crises

The SREB network will deploy specially trained counselors to schools in extreme need, focusing on long-term healing and psychological resilience rather than just immediate crisis response

Directs the Clerk of the House of Delegates to forward a copy of the resolution to the West Virginia Emergency Management Division
