Requires utilities and the Division of Highways to coordinate timing of paving activities and utility work to prevent destruction of newly paved state roads

Utilities must submit annual reports by December 31 (starting 2025) listing all projects planned for the next two years that require digging or cutting into paved roads, including grant-funded work; failure to report may result in withheld Right of Way Entry Permits

Division of Highways must publish on its website by September 1, 2025: a district map, list of planned paving activities with dates and locations, and copies of utility reports by district

"Paving activity" is defined as paving or resurfacing of at least 300 linear feet of state right-of-way, excluding patching

Utilities that damage roads during work must repair them according to the Division of Highways' Accommodation of Utilities manual; the law does not prohibit emergency repairs or necessary maintenance by either party
