Clarifies that one annual leave or sick leave day equals eight hours of leave for retirement credit purposes in the West Virginia State Police Retirement System

Members who joined before July 1, 2015 can convert accrued leave to retirement credit at a 2:1 ratio (two workdays' credit for each one day of accrued leave)

Removes the prohibition that prevented members who joined on or after July 1, 2015 from using accrued leave for retirement credit

Members who joined on or after July 1, 2015 can now convert accrued leave to retirement credit at a 1:1 ratio (one day's credit for each one day of accrued leave)

Twenty workdays of converted leave equals one month of retirement service credit, with remainders of 10 days or more rounded up to a full month
