Creates a new felony offense for adults who intentionally expose their sex organs or anus to minors under 16 years of age for sexual gratification, punishable by a fine up to $3,000 and 1-5 years imprisonment

Establishes enhanced penalties for repeat indecent exposure offenses done for sexual gratification: first offense is a misdemeanor (up to $500 fine and/or 1 year jail); second offense carries mandatory minimum 30 days jail; third offense becomes a felony with 1-5 years imprisonment

Requires sex offender registration for persons convicted of the new felony indecent exposure offense involving minors under 16

Defines "intentionally exposes his or her sex organs or anus" as willfully displaying one's nude penis, vagina, or anus to another person

Adds felony indecent exposure offenses to the list of qualifying offenses for recidivist sentencing enhancements under West Virginia's repeat offender law
