Establishes a minimum net enrollment floor of 1,200 students for each county when calculating the county's basic foundation program funding under the school aid formula, effective for the 2025-2026 school year and beyond

Protects counties from penalties during the 2025-2026 school year for failing to meet professional instructional personnel ratios if the shortfall is caused by the new 1,200 minimum enrollment adjustment

Specifies that enrollment increases from students attending jointly established schools in another county (per §18-5-11) are added after applying the 1,200 minimum floor

Amends existing provisions that already provide adjusted enrollment calculations for counties with fewer than 1,400 students based on population density factors
