Removes the Department of Agriculture's authority to cancel leases with annual consideration of less than $5 per acre upon 30 days written notice to the lessee

Previously, the department could cancel such low-cost leases if they contained a provision authorizing cancellation or impairment by the Legislature

Maintains all other powers of the Commissioner of Agriculture, including leasing land for agricultural production, transferring land to the public land corporation, and developing lands for public use

Technical renumbering of subsections following the removal of the cancellation provision
