Expands tuition and fee waivers at West Virginia state colleges and universities to include veterans rated with 90% or greater service-connected disability by the VA, or those meeting individual unemployability eligibility, for injuries suffered since September 11, 2001

Extends tuition waivers to spouses and dependent children of disabled veterans who meet the 90% disability or unemployability threshold

Provides tuition waivers to spouses and dependent children of military personnel who were killed in action, died while in service, are missing in action, or whose death was caused by service-related illness or injury

Recipients must apply for federal student aid, exhaust other non-loan financial assistance, and meet institutional academic progress standards to maintain the waiver

Effective date is July 1, 2025, with governing boards required to promulgate implementing rules
