Requires every county public school system to conduct an annual countywide survey of students to assess their non-school eating patterns and access to nutritious food when schools are closed, changing this from optional to mandatory

Mandates each county board collect and compile information about available food resources during non-school days (including public, private, religious, and charitable organizations) and distribute this information to all students

Requires each county board to submit its survey results, activity summary, and recommendations to the West Virginia Office of Child Nutrition annually

Removes the existing provision allowing schools to include student feeding plans during emergencies and remote learning days in their crisis response plans

Authorizes county school boards to implement programs such as entrepreneurship initiatives, mentorship opportunities, and positive discipline options tied to participation in non-school feeding programs
