Increases the maximum number of days retired teachers under the State Teachers Retirement System may work as substitute teachers from 140 to 180 days per academic year without reduction in monthly retirement benefits

Adds a legislative finding that employment of qualified retired teachers helps alleviate persistent teacher shortages in West Virginia

Allows retired substitute teachers to voluntarily elect to contribute to their retirement system from their substitute teaching wages

Exempts employers from making any retirement system contributions for retired teachers employed as substitutes

Establishes that days worked are calculated by dividing total hours worked by the standard number of hours a full-time teacher works per day
