Prohibits keeping animals tethered or outdoors for more than 30 minutes during extreme weather, defined as temperatures at or above 85°F, at or below 32°F, or during severe conditions like thunderstorms, hail, tornados, or floods

Requires each tethered or free-roaming animal to have its own individual shelter, with confined animals needing at least 100 square feet of floor space per animal over four months old

Specifies that lean-tos, metal or plastic drums, cardboard boxes, vehicles, and exposed porches or decks do not qualify as adequate shelters

Exempts working and agricultural animals from the extreme weather tethering restrictions
