Removes the authority of the West Virginia Department of Agriculture to cancel leases where the annual consideration is less than $5 per acre with 30 days written notice

Currently, the Department can cancel such low-value leases if they contain a provision authorizing cancellation or impairment by the Legislature; this bill eliminates that power

Retains all other powers of the Commissioner of Agriculture, including leasing land for agricultural production, transferring land to the public land corporation, and developing lands for public use

Makes technical corrections including renumbering subsections and adding the word "and" to maintain proper statutory structure
