Requires the Department of Human Services to assign all able-bodied adults without dependents ages 18-59 to a mandatory employment and training (E&T) program to receive SNAP benefits, with exemptions for students, employed individuals working 30+ hours weekly, parents of children under 6, and those in drug/alcohol treatment programs

Allows the department to develop additional non-federal exemptions up to 20% of total work registrants, and exempts individuals from mandatory E&T if the secretary determines funding or appropriate programs are unavailable

Mandates detailed reporting to the Legislature within 14 days if funding shortfalls prevent E&T assignments, including attestations of federal grant expenditures, cost-saving measures considered, and plans to address gaps within six months

Requires annual reports from October 2025 through October 2028 to the Legislative Oversight Commission on Health and Human Resources Accountability measuring voluntary E&T program outcomes, including employment retention rates, credential attainment, and third-party partner performance

Establishes progressive annual goals for the E&T program: 5% improvement in year one, 7% in year two, and 12% in year three across metrics including employment retention, program enrollment, credential completion, and reduction in non-compliance disenrollments
