Extends the restoration period for commercial driver's licenses (CDLs) that were downgraded solely due to expired or invalid medical certification from three years to five years, allowing drivers to restore their CDL without retaking all initial licensing tests

Maintains the existing requirement that CDLs expired for three or more years require applicants to complete full initial licensing procedures, including all knowledge and skills tests

Allows restoration of a downgraded CDL by simply presenting a valid and current medical certification within the five-year window

Takes effect July 3, 2025 (90 days after passage on April 4, 2025)
