Declares firearms, ammunition, and related accessories sales, repair, manufacturing, and training as "essential" businesses during declared emergencies, disasters, riots, or civil disorders in West Virginia

Prohibits state agencies and political subdivisions during emergencies from restricting lawful firearm possession, seizing firearms (except during arrests or as crime evidence), requiring firearm registration, closing gun stores or shooting ranges, or limiting ammunition sales

Automatically extends concealed carry licenses that expire during a declared emergency for 60 days from the scheduled expiration or 30 days from the emergency's end, whichever is later

Creates civil cause of action allowing individuals to sue government entities or officials who violate these protections, with $5,000 per violation penalty for unlawful firearm seizures plus actual damages, court costs, and attorney's fees

Takes effect July 8, 2025 (90 days from April 9, 2025 passage)
