Prohibits West Virginia state agencies, political subdivisions, and their employees from participating in enforcement of federal laws, rules, or regulations relating to coal, oil, gas, timber, or other extractive resources that do not exist under state law

Bars use of state assets or funds to aid federal agencies or their contractors in enforcing or investigating federal extractive resource regulations not reflected in state law

Directs the Attorney General to initiate and pursue legal challenges against federal actions determined to infringe on the state's right to be free from federal commandeering of natural resources

Requires the Attorney General to publish model policies by January 1, 2026, providing guidance to state and local agencies on resisting federal commandeering

Grants immunity from civil or criminal liability, termination, or decertification to state and local officers who refuse to enforce federal regulations the Attorney General has determined infringe on anti-commandeering rights, and provides for reimbursement of attorney's fees for those charged or disciplined
