Prohibits public entities from requiring payment at parking meters for individuals with mobility impairments who are unable to walk and use a wheelchair, when the parking meter is inaccessible (more than 30 feet from the vehicle or not accessible from a wheelchair)

Requires drivers claiming the parking exemption to display a "Parking Certification" letter from a licensed medical provider certifying they can drive but cannot ambulate without a wheelchair, specifying whether the condition is permanent or temporary

Makes displaying a parking certification in a windshield equivalent to swearing under penalty of false swearing that the person cannot access the parking meter without unreasonable effort

Prohibits parking enforcement personnel from citing vehicles meeting the exemption requirements for expired meters in accessible parking spaces of public entities

Establishes that producing a valid parking certification serves as prima facie evidence of entitlement to the meter payment exemption if a citation is issued
