Parents, guardians, foster parents, and kinship placements must be granted access to their minor child's health records without requiring the child's release, authorization, or permission, unless a court orders otherwise

Parents are prohibited from accessing their minor child's health records if the child has graduated high school, is emancipated, is married, or if there is a pending criminal case against the parent for child abuse or neglect

Removes existing provisions that allowed healthcare providers to withhold records from parents for minors receiving birth control, prenatal care, drug rehabilitation, or STD treatment without the minor's written consent

Requires the Bureau of Medical Services and Bureau for Social Services to provide electronic access to medical records of children in their custody to managed care organizations, child placing agencies, and persons with temporary custody

Child placing agencies and residential care facilities may share confidential information with each other when making referrals or providing services for a child
