Requires the Public Employees Insurance Agency (PEIA) to cover doula services for maternity plans, with coverage available from confirmed conception through 365 days after delivery

Defines "doula" as a trained, non-medical professional who provides continuous physical, emotional, and informational support during pregnancy and the antepartum, intrapartum, and postpartum periods

Increases Medicaid reimbursement rates for birth and delivery services from $600 to $1,000, and requires a minimum of two prenatal visits and two postpartum visits, with up to four additional visits reimbursed at $125 each

Directs the Bureau for Medical Services to file a state plan amendment by January 1, 2026, to extend Medicaid coverage to doula services as preventive services

Authorizes the State Health Officer to issue a statewide standing recommendation regarding the benefits of doula services
