Authorizes the West Virginia Department of Health to promulgate 13 legislative rules covering public water systems, trauma/emergency care, vital statistics, emergency medical services, primary care support, and the Medical Cannabis Program (including general provisions, growers/processors, laboratories, dispensaries, and safe harbor letters)

Establishes new requirements for recovery residences including mandatory exit surveys for discharged residents, posting of complaint information, disclosure of ownership interests in other healthcare facilities, and reporting of potential human trafficking or labor exploitation concerns

Amends sewage treatment design standards (64 CSR 47) by updating Table 64-47-B with minimum design loadings for various facility types including new categories for breweries, cideries, distilleries, and wineries with specific flow and BOD requirements

Extends the expiration date for child placing agencies licensure rules from 2026 to 2031 and removes certain requirements from that rule

Authorizes the Office of Inspector General to promulgate rules for hospital licensure and behavioral health centers licensure, including amendments addressing vehicle transportation requirements for staff transporting consumers
