Authorizes the Division of Highways to promulgate four legislative rules covering construction and reconstruction of state roads, use of state rights-of-way, transportation of hazardous wastes, and small wireless facilities on highway rights-of-way

Authorizes the Division of Motor Vehicles to promulgate five legislative rules addressing driver's license actions (denial, suspension, revocation), disclosure of DMV information, handicapped placards, the Safety and Treatment Program, and vehicle title/registration

Adds a new provision allowing non-commercial drivers to receive credit toward West Virginia license suspension periods for time already served under suspensions imposed by other states, when the other state delayed reporting the conviction

Authorizes the Parkways Authority to promulgate a legislative rule for electronic toll collection and enforcement

Effective immediately upon passage (passed March 12, 2025)
