Authorizes the Department of Agriculture to promulgate 9 legislative rules covering state aid for fairs and festivals, meat and poultry inspection, licensing fees, manufacture-grade milk, employment background checks, fish processing (exempting up to 20,000 pounds annually from certain inspections), plant-based derivatives including hemp and kratom products, the Rural Rehabilitation Program, and raw milk

Authorizes 16 professional licensing boards to update their rules, including boards governing architects, barbers and cosmetologists, chiropractors, dentists, funeral service examiners, massage therapists, physicians, pharmacists, psychologists, real estate professionals, respiratory care practitioners, sanitarians, and speech-language pathologists

Requires multiple boards to implement rules for considering prior criminal convictions in initial licensure determinations and waiving initial licensing fees for certain applicants including military veterans, military spouses, and low-income individuals

Authorizes the State Auditor to promulgate rules for the Local Government Purchasing Card Program and private trust companies, with confidentiality protections for biographical information submitted in trust company applications

Authorizes the Election Commission to update campaign finance regulations and the Hope Scholarship Board to promulgate rules for the Hope Scholarship Program, effective immediately upon passage on March 25, 2025
