Creates a process for property owners to remove discriminatory restrictions from land records that prohibit transfer, use, or occupancy based on race, color, religion, national origin, sex, familial status, disability, or other personal characteristics

Allows individual property owners to file an amendment with the county recorder to remove unlawful restrictions from their property deeds

Permits homeowner association governing bodies to amend governing instruments to remove unlawful restrictions without requiring a member vote, with a 90-day response requirement when members request such removal

Requires amendments to identify the owner, affected property, and document containing the restriction, and must include a statement that removal does not affect valid, lawful restrictions

Protects county clerks and counties from liability for recording these amendments and requires cross-referencing of amendments to original documents containing the unlawful restrictions
