Eliminates the requirement for 14- and 15-year-olds to obtain a work permit as a condition of employment in West Virginia

Requires employers to obtain written parental, guardian, or custodian consent and an age certificate before employing 14- or 15-year-olds

Authorizes the State Commissioner of Labor to issue age certificates for children aged 14 and over, which must include proof of age, school attendance, job description, parental consent, and applicable work hours

Repeals existing provisions on work permits (§21-6-4) and blanket work permits (§21-6-8a)

Establishes penalties for illegally issuing age certificates or furnishing false information: first offense fine of $50-$200; subsequent offenses carry fines of $200-$1,000 and/or up to six months jail time
