Establishes legal definitions of sex, male, and female based on biological sex observed at birth, defining "woman" as an adult human female, "man" as an adult human male, with corresponding definitions for girls, boys, mothers, and fathers throughout West Virginia state code

Requires domestic violence shelters, public schools, state colleges and universities, and correctional institutions to designate multiple occupancy restrooms, changing rooms, and sleeping quarters for exclusive use by either males or females based on biological sex

Mandates that facilities provide reasonable accommodations, such as single-occupancy restrooms or changing areas, for individuals unwilling or unable to use facilities designated for their biological sex

Requires state agencies and educational institutions collecting data on sex for public health, crime statistics, or anti-discrimination compliance to classify individuals as male or female based on the definitions established in the bill

Prohibits enforcement of the law in any manner inconsistent with the Fourth Circuit ruling in Grimm v. Gloucester School Board (2020), with this limitation automatically repealing if that decision is overturned; takes effect 90 days from passage on March 11, 2025
