Creates special license plates for recipients of West Virginia's Distinguished Medal of Valor, awarded to firefighters, law-enforcement officers, and emergency medical services personnel who demonstrate gallantry at risk of their lives beyond the call of duty

Allows Medal of Valor recipients and their surviving spouses to apply for the special plate for any Class A vehicle titled in their name, with the Division of Motor Vehicles designing the insignia

Exempts qualified applicants from registration fees otherwise required for these plates; surviving spouses may continue using the plate until death, remarriage, or failure to renew

Permits qualified applicants to obtain a second plate for a one-time fee of $10, deposited into the State Road Fund

Takes effect July 8, 2025 (90 days after passage on April 9, 2025)
