Prohibits county boards of education and the West Virginia Secondary School Activities Commission from restricting students, coaches, or athletic trainers from participating in non-school-sponsored athletic events or teams as a condition of their school sports involvement

Allows interscholastic coaches to restrict or prohibit players from missing team activities (games, practices) to compete in non-school-sponsored events

Requires school team obligations to take priority over non-school athletic activities during post-season play periods

Declares that blanket prohibitions on outside athletic participation are "unlawfully arbitrary" and not rationally related to any state purpose
